Louis Miller, 55, has been arrested on felony charges related to an organized automobile theft ring that was operating in Northern California’s Bay Area.

Miller’s bail has been set at $1 million. If convicted he could be sentenced to 40 years in prison and fined $140,000.

According to investigators from the Urban Organized Auto Insurance Fraud Task Force, Miller was arrested by the San Jose Police Department after he was contacted regarding a disturbance over the failure to pay a cab fare. The investigation conducted by the task force resulted in the arrest of Miller on automobile insurance fraud and related charges. A second suspect in the case, Teddy Marks, was arrested on May 16 as the key figure in the theft ring.

Marks and Miller are believed to be the patriarchs of a criminal family that specializes in fraud, according to a statement from the California Department of Insurance. Marks’ son, Thomas Marks and son-in-law Eric Yonko, as well as Miller’s son, Alex Miller and daughter-in-law Danielle Miller, were arrested for similar charges last year arising from cases investigated by the task force.

Two additional subjects, Red Hawk, also known as Randy George, and Monica Ristick, aka Angelina Eli, are also still outstanding.

The Urban Organized Automobile Fraud Insurance Task Force is comprised of investigators from the CDI, California Highway Patrol, and Santa Clara County District Attorney’s Office. The case is being prosecuted by the Santa Clara County District Attorney’s Office.
